Intelligence report.

Szechuan troops have been driven completely out

of Hupei, but their leaders refuse to come to terms with Wupeifu pending issue of Canton's scheme for

Eneral attack on the north,

Tupeifu has returned to Hankow to deal with situation in provinces of Human and Kiong-Si, which will have to bear the brunt of southem attacks if

and when Canton parties become sufficiently united

to commence serious operatione, Mutinies of unpaid troops in Anhui have been narrowly averted..

Tension between Fengtien and Chihli factions

continues to increase and split between Premier and

President ia further paralysing Cabinet. No serious

attempt is being made to deal with financial situation

on apperent assumption that it can hardly become worse

and all energies are concentrated on impending struggle
